Pastor McKinney graduated from Phelps High School in 1976 and pursued higher education at Eastern Kentucky University and Southern West Virginia Community College. Sister McKinney, a 1977 Phelps High School graduate, completed her associate’s degree in general studies at Southern West Virginia Community College in 1988. She subsequently earned a bachelor’s degree in middle grades education from Pikeville College in 1989 and a master’s degree in the same field from Morehead State University in 1991. In 2001, Sister McKinney achieved national board certification, further enhancing her professional standing. Sister McKinney dedicated her teaching career to Phelps Junior High School in Phelps, Kentucky, where she received numerous accolades, including the prestigious Middle School Teacher of the Year award in Pike County, Kentucky, in 2000. After a distinguished teaching career spanning several decades, Sister McKinney retired in 2018. Pastor and Sister McKinney’s paths crossed during their high school years. They were married on September 10, 1977, and later embraced Christianity on January 18, 1981. On the same evening, they made a public declaration of their faith by kneeling at the altar. Subsequently, they were baptized in a small creek known as Peter Creek in Phelps, Kentucky, on January 25, 1981. After a period of prayer, both Brother and Sister McKinney experienced the baptism of the Holy Spirit, manifesting in the form of speaking in tongues as the Spirit imparted the utterance. Shortly after receiving the Holy Ghost, Brother McKinney felt the call of the Lord into the ministry. Brother McKinney was ordained and licensed in August 1982 and fulfilled numerous capacities within the church that he had assisted in for 16 years. Brother and Sister McKinney served as Junior and later, Senior Class Sunday School Teachers. Brother McKinney taught the Wednesday Bible Studies and served as Choir Director, Musician, Youth Director, Van Driver, Sound Technician, and Media Ministry Director. Brother McKinney also founded and established the monthly newsletters The Apostolic Voice of Phelps and The Apostolic Voice of Jamboree. On July 13, 1997, Brother McKinney established Cornerstone Apostolic Church at Mouthcard, Kentucky. After 14 months at Mouthcard, Kentucky, the congregation voted to purchase land at Jamboree, Kentucky and to construct a new Sanctuary. Cornerstone Apostolic Church relocated to its present location at 25 Beech Creek, Phelps, Kentucky in September 1998. Brother McKinney established the A.C.T.S. Fellowship, a time of Apostolics Coming Together Services (A.C.T.S.), where once a month Apostolics gather for fellowship and church. Sister McKinney currently serves as Church Secretary, teaches the Youth Class, and is a member of CAC Praise Team, which leads the singing in our Spirit-filled services. Rev. McKinney envisioned leading the church into the technological era by establishing Internet-based programs, radio programs, and television programs. The Apostolic Voice Of Phelps Radio Broadcast can be heard every Sunday Morning at 9:30 a.m. on WQHY-FM, 95.5 out of Prestonsburg, Kentucky or go to www.q95fm.net and click the listen live link. CAC iRadio is an Internet based radio station that plays 24/7 Gospel programming, the first of its kind in eastern Kentucky; and Cornerstone Apostolic Church was the first in the area to bring Live Webcasts of Church services to the community. These Live Webcasts literally help us obey the commission to take the Gospel into all the world. In December 2013, Pastor McKinney established CAC Daily iCast, “A Little Bit Of Church Every Day, Home Bible Study 21st Century Style”, a daily 1 hour Podcast, Weekdays 10am-11am EST, that gives those who work, those who are confined to homes or nursing homes, and those who simply want more church during the week, the opportunity to to be in church on their schedule. CAC Daily iCast has a faithful viewership from all across the U.S. and around the world. Pastor McKinney’s ministry holds great esteem within the Christian community, including churches and ministers affiliated with the Independent Churches, Assembly of the Lord Jesus Christ Churches, and the United Pentecostal Church, International. Despite maintaining close fellowship with these esteemed organizations, Pastor McKinney’s dedication led to a significant milestone on October 17, 2016, when they were ordained as a licensed minister by the United Pentecostal Church, International. On Wednesday, September 9, 2020, Cornerstone Apostolic Church (CAC) was entrusted with the oversight of an established church in the Pikeville, Kentucky, area. The Pentecostal congregation residing at 4754 Raccoon Road, Raccoon, KY 41557, unanimously expressed their support for Pastor McKinney’s appointment as the new pastor of the Pikeville Church. Pastor McKinney graciously accepted this responsibility, and as a result, the Pikeville Church has now come under the care of Cornerstone Apostolic Church and CAC Ministries. Following the assumption of oversight, the Pikeville Church underwent a name change to Pikeville Apostolic Church. Pastor and First Lady McKinney hold a profound vision for the Pikeville Church, and they anticipate a revival and growth that will establish a robust Apostolic presence in the Pikeville, Kentucky, area.
